User pages are in the User: namespace. You can access your personal user page by clicking on your username in the top right of any page.
User pages are for personal writing, wiki stuff, whatever you want to put on there really. Just a cool way of telling other editors a little about yourself, if you think it's necessary.
You can add userboxes to your user page by finding them here: EM:Userboxes. These are convenient ways of giving information about yourself to other editors.
